Each counselor sets their timezone on their Availability page (Schedule, then Availability, then the Your timezone card). Clients automatically see booking times in their own local timezone, and confirmation, reschedule, and reminder emails show each person's own timezone.
As an admin, remember that a counselor's weekly hours are always read in that counselor's timezone.
